The reason is that the scheme was broken with a law change. The jew-in-chief's jewish overlords are changing that law back, and twelve states are trying to block it right now. Texas, being the best and most based of the states, of course, was first to act.
I suppose the lesson to be learned here is that once you name and defeat the jew, you cannot relax, because the jew will always try to come back.

What these articles seem to 'forget to me tion" is that the monies paid out within these schemes were designed to line the pockets of the entities who helped the EPA bypass laws and regulations for the benefit of special interest groups ALONE.
Though they swing these reports as if the EPA had no choice in the end, the one truth is that NO fought to indict ANYONE on criminal charges.
