Unfortunately, in order to nuke Washington DC, Russia(or any other nuclear country, actually) needs a lot of missiles in order to overwhelm the anti-missile systems. Same works with Moscow. That's one of the probable reasons of this conflict in the first place - the closer NATO can move their nuclear missiles, the faster they can reach Moscow and other targets, giving the AMS less time to react. Unlike Finland and Sweden, Ukraine also had nuclear potential, in several nuclear power plants that can help produce nukes on the spot.
