There is no difference between digital transactions today and you bank account today and a central bank digital currency. Main difference is that they want to eliminate cash and I suppose they can cut out the middle man, that is normal banks if you get an account directly at the central bank. But they don't suddenly become omnipotent judge jury and executioner allowed to do whatever they want with peoples money.
