There would be chaos at first, Most people wouldn't go back to work for awhile except for some emergency workers. Survivors would migrate to infrastructure regardless of how Mad Max they feel in the moment.

First the military targets get bombed, then the airports and power plants and heavy industry gets bombed, and then civilian population centers get bombed. By then every civilian with half a brain will have gotten out, though, scattering in every direction. But the elites, who started the war, will still be in power, and the military will still be in tact. They will want to continue the war, and will do so. Conventional forces will clash in Europe and Asia, and at sea, backed up by tactical nukes. Civilians will be confused and lost. They will end up in refugee camps set up by their government. The governments will kill the women and children and elderly, and draft the males to send into China and Russia. Obviously they won't tell the men they killed their families, and when they get wounded in war, or exhausted beyond usefulness, they, too, will be killed.

I think all those targets will be hit at the same time. Mass launching missiles ensures minimal success of interception, so the delays will probably be within a 1h window at most.
Escaping is a meme, unless you have a very accessible route planned where you won't get caught up in traffic jams with the panicked masses. I guess hunkering down in place is the safest bet, and avoiding outside air for at least a few days until the dust clouds settle. If you live in a major city, your'e screwed either way.

If they could, they would, but silos and bombers take time to reload. Nearly all of the first volley will be aimed at the the military targets that enable interception in the first place. They will seek to cripple the capacity to launch anti-ballistic missiles and other defenses, so that the second and third strikes hit with much greater success rates than the first strike.

Retarded prepping advice. Rice and oil alone won’t be sufficient to survive. You need to at least couple the rice with legumes. Plus, you need a way to purify water and if you’re leaving the city you need to at least be able to make fire innawoods if you want to do so. Plus all the additional shit you need is prioritised over carrying 200kg of rice and 200L of oil per person (which is what you’re suggesting)
