A 0% interest loan can't be enforced by the government (political economy). Instead, a 0% interest loan is enforced through social influence.

If you loan $100 to your neighbor, your neighbor should reimburse you with $100 or whatever the agreed upon value $100 is in labor/materials when they get the chance. If your neighbor doesn't, then you'll likely stop associating with your neighbor because he/she has socially alienated their self. Your neighbor is less likely to be able to survive by themselves as a single individual can only absorb so much knowledge and skill, where as a group of individuals can crowd source from one another to make themselves stronger collectively than if they were alone. Realistically, something like a $100 loan with 0% interest would be reimbursed through favors, something that can't be quantified. A favor could range in value in as little as $50 or as high as $5000. Example: One year there is a food shortage and your neighbor has a significant surplus. You call in your favor and your neighbor gives you 30 days of food, something well worth more than $100, especially in a time of crisis.

The problem with a debt based loan is if you loan your neighbor $100 and have something to gain from it whether that be a 0.05% return or a 15% return, if you can do so, you will try to figure out a way to sabotage your neighbor in order to guarantee that you get that return on interest. The more your neighbor fails, the more you gain. However, this is self defeating because it is your neighbor. If he fails, it destroys the social bonds that created your neighborhood and its associated strengths.

Take this and extrapolate it onto a national scale. Countrymen are pitted against one another and the social bonds that make a country a nation are destroyed. Usury is anti-social.
