I heard a great comment on Any Forums earlier today about how Keynesian economics affects birthrates which is why no matter the ethnic demographic they will always decline under it.

Gold and silver coins with a face value are not circulating legal tender and therefore do not have to be accepted by any private trader such as tesco or a plumber. Legal tender simply means that it must be accepted by a court or other official body as a payment of a debt. You can pay your speeding fine in pennies if you like, but tesco can tell you fuck off if they want.
