Base model vehicles sometimes lack features that actually cost more to not have them. The idea is similar to a loss leader, they attract you to a cheaper price and then try to up sell you. I’m guessing it’s cheaper to make all the seats heated than to only make some heated and others not. So they put it behind a subscription paywall as an alternative to upselling
