The problem with armies using schools, residential areas and hospitals for protection is that children, sick people, and civillians usually die from rocket attacks and shelling. That's why sometimes some armies use those places for occupation, instead of like an office building or governmental building, because the attackers are less likely to fire at hospitals, apartments, and schoosl. And if they do, they can be used for propaganda purposes. Not saying that russians care, but that's the argument
