I'm not sure if its all blackmail. All that DOD spending stopped with the end of the wars in the Middle East so that would mean all those juicy contracts stop too. You know what would be a good excuse to keep making tons of guns? Not having enough guns and what better way to get rid of all your guns in a safe way than to give it all away to someone else? It's even better because UKR isn't saving the shit we send them, they use them up killing Russians! We get an excuse to rebuild and replace our aging military stocks, UKR gets to not get steamrolled by the Russians, and everyone involved (im including all of NATO here) get closer ties and stronger alliances. It's basically a win-win.
Before you say "but what about all the cool new toys we send them?", think about it. The USA's military doctrine is changing now that we're out of the sand pit. The ways we fought wars in the 2000's and 2010's won't work anymore and neither will the equipment we used. Look at the recent changes to US weaponry. Helicopters prototypes testing for island-hopping campaigns, a new Army service rifle designed to pierce body armor and just-so-happens to outrange the new Russian and Chinese main battle rifles by like 300m, all sorts of fancy anti-armor and anti-missile tech, its all to deal with modern(ish) Russian and Chinese armies.
But how do we know our new gear actually works? We can't really shoot any Russians or Chinese to prove or disprove anything. Do you know who IS fighting those guys, though? Yup, UKR. To send them pretty much anything is to do field research on how the Russians fight and how our weapons do against them. You really think all that intel is just to support the troops? We save all that shit.
If you add up the economic stimulus, the political and social bonuses of standing up to Putin, and the information we gain by watching hohols blow up vaniks... there's plenty of reason to funnel weapons towards UKR that don't mean blackmail.
