It's quite simple, Putin still calls this entire thing a "special military operation". Calling up conscripts would be admitting that it is actually a war. Putin is genuinely an idiot for sending in such a small force. Even with double the men the goals he has are too much. Right now Ukraine has probably a conscript hidden behind every tree and even if the Russians concentrate more artillery the time they need to burn through that makes any big maneuver warfare or even small scale encirclements impossible. Attempting to attack while outnumbered just doesn't go well.

I think the Russians aren't volunteering for some very simple reasons. 1 shitty serving conditions. 2 crap pay. 3 no glory. And maybe in particular, 4 too many wars recently with too little to show for them but corpses and amputees. Soldiers are simple creatures, but they have to be enticed with something if they are to volunteer for something that reeks of failure.

They trend liberal and have high quality of life. Large contingents of civil servants work there. Vibrant music and arts scene, universities, lots of shops and restaurants, the typical first world scene. Any white Westerner could visit Moscow and have a good time. This is the demographic the government actually cares about because not only do most of the officials come from this area but also they understand there could be serious consequences for dragging them into the war. So they don’t, except for jobs like pilots which demand high IQs and who don’t die a lot.
