I don't understand the desire to paint a crosswalk nor do I understand the cities desire to remove them.

If you look before they painted they had lines indicating that there were stop signs there (and the line to stop) and if you look closely on the top left picture there is a stopsign on the telephone pole, and on the one with the scrubbing machine there is a stop sign right behind the guy who is next to the machine. Also the 15mph and the housing with parked cars makes it look like this is a residential area.

There are stop signs slightly hidden in each pic (the shadow and the telephone pole) I think these actually are 4 way stops.

I’ve seen CalTrans take a week to paint lines on a street then come back the next week with heavy machinery to scrub off what they just did and repaint. This happens often in LA. Generally, any intersection is already a legal crosswalk if it's painted or not. Looks like they're painting already legal crosswalks.

in civilised countries the council installs crosswalks along with appropriate signage where the law protects pedestrians crossing, should a vehicle approach a crossing where a pedestrian is waiting to cross the vehicle is obliged to stop and allow the pedestrian to cross safely and cannot proceed until the crossing is completely clear.
in america apparently a crossing is something painted on a 4 way stop to circumvent the law forbidding pedestrians to cross the street at all, pedestrians have no priority or right of way from these crossings they exist simply to give drivers an opportunity to notice the pedestrian before running them over.
