We use decimals for money because we want to foreigners to understand. We use fractions to confuse foreigners. It works well since Americans understand decimals because money but also understand fractions. Meanwhile a Russian, Chink, or German will get confused without a chart to convert which each military is unlikely to give those out for it being a waste of resources.

Where exactly is it you've seen this behavior? Because everything I've seen here in the US is the opposite. People almost always tend to reduce to approximate decimal values rather than using exact fractions outside of engineering or scientific use.

I don’t think I’ve ever seen a sign with 1/2 miles on it. Why wouldn’t you just put the road sign a mile away from the landmark? That way you can save money by not having to pay for the additional numbers on the sign and can cut down on how much you have to tip the road sign printer.
