It could also mean that they pay isn't very good and they are leaving.

I imagine a lot of them get fired or just disappear.
They expect you to maintain contact with the moderators and log hours at a specific timeslot.
It is unclear how flexible Any Forums janitors are allowed to be with their hours, but they seem strict from the application.
