Realistically, 1 million will be the on-paper strength including all kinds of civilian "volunteers" and workers. Only about 1/4 of those will be combat troops, and much less cracked soldiers with combat experience. But still, quite a formidable force.

If we're speaking about Kherson direction, technically, it would be mean that Ukraine will put in one fully-fledged brigade every goddamn kilometre of the front.
