It's basically just the proportional representation part of the House of Councillors. So each party gets seats in proportion to how many votes they or the candidates on the party's list get. As for the two without votes, each party is allowed to select up to two candidates
to prioritize over their other candidates. So if a party wins two seats the two they selected to be prioritized will get them regardless of how many votes the other candidates on the party's list got. And if the party gets more than two seats, they're given in order of who got the most votes
