I know that orcs have been bombing their own cities for a while now, but mostly as a false flag attempt. Its unlikely that orcs will mass bomb the cities they are currently occupying.
This move is to prevent orcs from holding civilians as hostages in cities. THis will allow Ukraine to bomb orcs hiding in Ukrainian cities while causing minimal civilian casualties.

There is a reason for Ukraine to bomb Donetsk, as that could refocus parts of Russian forces from moving towards Bakhmut direction, to attempting a capture of areas bordering Dontesk city.
Basically, the more Ukies bomb Donetsk city, the more breathing space and time they hope to win in the northern part of Donetsk oblast. But Russians refuse to switch priorities, so these inhumane tactics don't really work out for ukies in the end
