American economic aid and assistance in the latter half of the 20th century. The US paid out huge development loans to South Korea for their participation in the Vietnam War as well as tech transfers and subsidies.
South Korea played a big part in Vietnam, at one point in the later stages there were more South Korean soldiers stationed in Vietnam than American soldiers when the US started withdrawing.

To further answer the previous question, Haiti doesn't really have any natural resources to make money off of. Their forests are gone and there is little land that is good for farming. Furthermore, anyone with any skills or half a brain cell will just leave the country asap as there is very little opportunity in Haiti.
