I think you mean "more culturally refined than the U.S.", which would be correct.
Right now because we live in a supposed "Pax Americana", the U.S. is "more culturally important" than any other at the moment. In Japan alone, the U.S. is responsible for both its military defence and its ability to project power internationally. Japan has a lot of soft power -- entertainment, movies, music, video games, its cultural refinement -- but not much hard power. The U.S. has both hard and soft power.
