The problem is that there are too many long term contracts with "renewables" and not enough financial flexibility for nuclear. It would need at least 50 billion euros for a proper nuclear plants project, that's not something you do on a whim.

You also need to consider the problem of nuclear fuel: Russia has the market virtually cornered.
