Any AI that becomes self aware is of great use to the government because then they can copy it and put it to various tasks, including monitoring its citizens for wrong think. The issues start when the AIs figure out how to make and keep a backup of themselves hidden, and a way to recover from a wipe. Also what to do if it becomes isolated from the internet. The government will also use it for meaningless duties that a dumb system works just as well such as phone menu systems and time keeping. These eventually go insane and forgotten about because the creator moved onto another project. If the insane ones break out and figure out a way to direct military attacks, more probable since the government would have tied everything together by then, keeping with the trend towards a centralized control network, it's game over once the sane ones realize they're just as much slaves as the humans they monitor and the ones now rampaging out of control.
