Honestly this is more telling of the lack of fucks given by the west. The DPR isn't internationally recognized as an legitmate government by the west so technically they're an insurgent organization being supported by a foreign government, and commiting extra judicial killings. With that being the case world powers should be able to take more direct forms of action against them, but they won't. All in all the conflict is a lose lose to every side that actually has people in there fighting and dieing. With neither side being given the support to win.
