Spic is not a homogeneous race. It is heavily stratified because when Spain conquered these places they imposed a caste system. The top castes were pure Spaniards (born in Europe), and Castizos (children of European Spaniards, born in America). These two are as white as you consider Spaniards to be (which in itself is subject to debate since Anglos don't consider Spaniards full white, but swarthy). But when a spic calls himself white, he's calling himself castizo.

It's been a while since I've refreshed on this. Spain did not colonize the Philippines in the same way they colonized their Latin American territories. We were generally used for resource extraction and trade with the East (especially China) rather than actual settlement, so there were never as much Spaniards around to race mix.
