This only works with certain ISPs, and it works less and less. Big ones like Xfinity/Comcast assign a static IP to most customers, and it sticks for anywhere between 2 weeks to 6 months. Easier to keep track of which users visited which sites and such.

Unless you pay for a static or are a business customer, you definitely have a dynamic IP but they are sticky so what you need to do is change your MAC address. Most routers have a MAC spoof feature that allows you to change it. If you have an ISP gateway device that’s your own fault although they sometimes have this feature too. But you need to also clear your entire cache or use another browser or incognito mode, otherwise Any Forums will recognize your cookies and flag you for bam evasion but the algorithm is dumb and if your IP is different, simply flushing your cache and cookies will do.
