first of all, there were recent news about US telling Netherlands not to sell it to China
second, China doesn't have the latest gen machines
if by miracle they will get new ones, it won't be the state-of-the-art that the likes of Korea, US and Taiwan are getting, it will be older gen (16-28nm)
third, NVidia or AMD would have to join the bandwagon and agree to manufacture them in China, which I doubt will happen
