The US Marshall's and FBI special agents were always the armed field agents of the Federal govt. Making arrests, issuing warrants, carrying firearms, perusing fugitives or suspects.
Why are more federal administrative agencies buying weapons and ammo? While at the same time making it harder for Americans to find .223 and banning surplus 7.62 from Russia.

Pretty much every Executive Branch agency has criminal investigators (GS-1811), usually in their or working under their OIG offices, that work internal employee investigations and procurement fraud for their agency. Some, like the EPA, have two seperate criminal investigative agencies in them; their OIG as above, and EPA-CID, which handles criminal investigations of whatever 18 USC or other criminal violations of whatever bits of the USC Congress put under them.
In the case of the IRS, because of the particular sensitivity the .gov has to corruption in their ranks, they do not handle their own internal investigations of employees; TIGTA (Treasury IG for Tax Administration) handles the investigation of IRS employees, but TIGTA is under the Dept of Treasury directly. IRS has criminal investigators (IRS-CID) that handle criminal investigations of violations of the US Tax Code.
Any executive branch agency that does not have their own criminal investigators relies on the FBI to do their investigations (almost always something internal employee or procurement fraud related).
Criminal investigators (special agents) carry guns. They need to practice and qualify with them on at least a quarterly basis. Most of the ammo is for that training/qualification; the remainder is operational load.
