Depends on where you're from I guess. There was allot of fucked up shit going on in the 1990's. To mention some things you had lots of conflicts around Africa like the rawanda genocide in 1994, the second Sudanese war was ongoing at the time and you had allot of famines on both sides of the conflict, you also had the Yugoslavia war and the fall of apartheid in the 1990's. Russia also didn't do too well in that decade while Boris Yeltsin ruled.

Things aren't too bad right now. Africa is a huge continent tho so its always bound to be happening something somewhere. In the southern parts of Africa its pretty chill but here in South Africa we are always prepared for the worst, some of us are almost a bit excited for the great racewar to come.

Western medias definitely became more fear mongering after 9/11 yeah, in the 1990's they were more sensationalist, you didn't hear about wars and conflicts 24/7 and what this war might mean for your life and safety despite being on the other side of the world, it was more "these poor niggers/slavs are killing each other, look at how they starve."
Fear is a good tool to keep your people under control and Bush was very good at using a "unity through fear".
