Not necessarily. In the US a lot of things the government wants to do but can't for political reasons gets taken up by private sector partners. A huge portion of the surveillance state, for example, is built on the backs of the private sector (AT&T is basically an NSA cutout at this point and Amazon might as well be called Deliveries by DIA).

You’re not wrong, the gov certainly likes to play in the private sector (and trust me, the private sector likes playing with the gov too $$$), but that doesn’t mean the entire game is rigged, all the time.
I bring up SpaceX because the company essentially threw a giant wrench in a system of political money laundering that had taken generations to establish. No government anywhere wanted CHEAP rockets. What they wanted was a monopoly on space, board seats after retirement, and houses in Martha’s Vineyard. SpaceX kinda ended that gravy train, despite a concerted effort by the gov to lock them out.
