Korea is pretty modest. Go to a beach or swimming pool and everyone is in a full body suit. No bikinis. There's cultural stigma about showing too much shoulders and chest, but legs are okay. Even in trendy Seoul neighborhoods, people tend to dress up neatly. In the summer, Koreans try to avoid getting tanned so you'll see long sleeves and dresses even on the hottest days. Overall I thought Korea was pretty modest in attire.
Japan is a little less modest since you can find images of scantily clad women and porn pretty freely, but the majority of people dress normally. You see some odd stuff in some places in Tokyo that cater to the maid cafe or kink crowd, but most of those people are paid to go out in the streets in costume and attract customers. But the vast majority of normal people you pass on the street are dressed casually or in office clothes. Japanese culture places some importance on looking nice in public.
