What disagreement? The courts of the United States all agree the Second Amendment protects an individual right to keep and bear arms. The only disagreement can be heard among idiots who simply don't know what they are talking about.

1) I can, it just requires a lot of bullshit with the ATF, 2) the courts move slowly, the NFA has not faced a direct challenge on Second Amendment grounds since Heller. These things take time. But there is no court in America that thinks the Second Amendment protects anything other than an individual right to keep and bear arms. That is official US judicial policy. It doesn't matter what double digit IQ communist balloonheads say to the contrary on the internet. Their disagreement is akin to flat earthers disagreeing with everybody else.
