How. Dealer now will just sell the same just legal, since they can sell without the tax, so the black market will continue. It just will become legal for the rest. The consumption will stay the same, maybe get up since some willing to take the experience, when it is legal, but in the same time it will go down because it doesn't have the kick any longer for being legal. So i don't see that anything will change.
