This is before. You can see a blue tint to the stone. All the blue lighting there after and during the shot is probably the result of tons of particles in the air scattering that blue light to a greater degree making it far more visible.
The existence of this light is not sufficient for me to believe it is lightning. I'd need to see a lack of explosive residue. Further, if you watch the video closely you'll see the damage seems to original further down the body of the stone. I'd not expect lightning to impact the bottom for its first touch down point. Possible, but not likely.
