That's Siberia, deep in Asia. I believe it's a climate thing, concrete just lasts longer when there's a mix of cold and wet. Won't last long when someone wants to take it down though - which is what is happening here, pretty much a repeat of Belarus - a bunch of dudes disagreeing about their sacrifices to the motherland being what the need/want and since you can get 10 years in prison for protesting anyway, might as well do something worth going for to prison.
