It doesn't need to get that close to lock. The problem is that every bomber has escort fighters armed with anti-radar missiles and we had preciously few AA batteries that somehow managed to pull one of the more impressive guerrilla campaigns of the past century by being constantly on the move. I think the AA battery that fucked up the F117 covered something like 50 000 clicks during those 3 months, something like 300km daily, that's more or less constantly on the move. They had jets often within the parameters to launch but they would only do it if they could successfully evade. That's where all the trickery with decoys comes into play.
