They don't have the natural resources or reserves to avoid famine and drought. They have a REMARKABLE just in time delivery keeping them alive. You can't be as productive and kinetic as they are and just stop without utterly falling apart. That being said if they already planned on just having 5-15% of themselves survive - they can do that.
