I believe that only came about after 1934. So before 1934 Americans could buy anything that wanted, including machine guns, for a pretty reasonable price and no restrictions except maybe kike jurisdictions like new York city.
After 1934 machine guns were encumbered with the ten gold ounce tax, a huge fee, but still pistols and rifles were unrestricted and even military surplus was available from various armies and wars for reasonable prices.
