There is no way they're running out but there are rumors their old stock is, well, old, and they don't know the condition of shells stored. They need to inspect shells they get from old stores and separate good from dangerous, and it takes time.

I don't know how you could confirm that, russians will newer admit.
But it's entirely possible. About a month ago, there were reports about them firing 2000 rounds per day for just one village, or firing 500 rounds in one hour in Severodonets. That is an insane rate of fire even for them. At the same time, we see ammo being hit. And lastly, there are reports about Belarus starting to send ammo to Russia.
So it is fair to assume that they face some shortages, but definitely not running out.
