Anyone can be a NatSoc, the focus of the racial policies would then just change accordingly. For example, a Mexican National Socialist would strive to free his Nation/People from being the plaything of the cartels/CIA, while trying to cultivate a new identity around indigenous or settler culture("We are people of an ancient empire!" or "We are the descendants of great conquerors!").
If you are asking if a non-white person can support "original" National Socialism, I guess that's possible though I feel like they would just end up disillusioned and resentful because no matter how much they fight for the cause they'd always be considered outsiders and suffer abuse from the more vulgar/low IQ parts of the movement.
