Partially correct. One of the many agendas is to have a social stratum that is intelligent, productive and homogenized enough to be of 'use' to the upper stratum. And yet, weak enough to be unable to dislodge the hierarchy.
The 'outliers' and 'blackswans' of the lower stratum are to be instituted as the 'bridge class' between the two strata.
