I think having a civilian police is the major fuck up by the atheist public servants.
This stems from the major hard-on for the republicans to turn any public position into a bureaucratic one, ie having the official status of a public servants, because in their view, first, the republic is awesome, and so the best people, the peak of humanity, is just bureaucrats.

The military police is really here as a reminder that atheists tool power from the military society which was the various monarchies. Kings were military and the bureaucrats were their bitches. The french bureaucrats make their army walk in the public streets for their ''14 juillet'', in order to remind that cucks who is in charge. In militaries societies, the army is away fighting, and they parade once they come back as the victor. So the army is here to have opaque commercial spendings worth billions every year, and the actual physical conflict really doesnt matter. Its output even less. Also, bureaucrats are fucking worthless at running a republic, at running their own bureaucracy, and they suck even more at taking military decisions during a conflict.

Now for the gendarmes. Well they are used for policing the countryside. And atheists absolutely hate the countryside. They have no idea what to do with it. Atheists have a hard-on for the cities and they just dont give a shit about the countryside. Then atheists whine that the peasants vote far-right and are not educated lol. So they just keep their bitch gendarmes managing the peasants, and the civilian cops are for the cities.

French bureaucrats removed the legal obligation of the military draft 20 years ago. 20 years later, the civilian society is in shambles. The atheists themselves keep saying there are class disparities even more. And now they view the draft as some melting pot. Of course there was plenty of unofficial privileges for the ruling class during the draft, so the melting plot was really more for the peasants than for the upper classes.
The entertainment industry was running a story that some militaries were preparing a coup d'état because of the lack of consideration of bureaucrats of the army... kek, as if it's possible in France.
Dont forget that the bureaucrats removed the right of strike to the army. According to the atheists, the army is ''La grande muette''. The bureaucrats allow the strike and the right to unionize for the civilian cops, but the army cops.

The conclusion is that the militaries are underfunded and the bureaucrats never gave a shit about them, hence why all the bureaucrats talked in public to raise the military spending with Ukraine. It's all theater tho, like anything said in public by the bureaucrats, so it will appease the short term ramblings, but not much.

For the Gendarmes in particular, the french bureaucrats are lowering the entry bar, just like they are doing for any bureaucratic position (like public teachers, or civilian cops) and since the gendarmes are tainted by bureaucracy, there is already a lot of lazy fuckers in it, just like in any atheist republic. THe quality of their service decreases generation, after generation.
The major difference between a cop and a gendarme is the proximity of the gendarme with the peasants, whereas the cops are faceless strangers to the city cucks. So the gendarmes know a lot of the local population, and the local population know the gendarme very well.
The bureaucrats tried to emulate this rural proximity with the civilian cops and the city retards. It was a leftist creation. They called it ''police de proximité'' and it was a fucking failure lol.
The leftists sent their buddy cops in the no-go zones in Paris, ie all the norf of Paris, and to this day, the civilian police is still mocked and assailed by the arabs living there, ie 99% of the local population. The 'police de proximité' was put in place in 1998 under the socialist cohabitation government and ended under Sarkozy as minister of the interior in 2003. It really was a political decision, it actually worked fine.
