USA satellites can spot these kind of silos during pre launch. You have at least 30 minutes before it actually launches. In that time you need:
1) inform the president while submarines, ships or whatever is in range prepare to counterattack the silo
2) make a red phone call to the other president
3) decide what to do

Why do you think North Korea's silos don't get blasted? Because they actually inform what they are doing and where they are shooting. Nonetheless there are capable unites to disable the silo in time when he launches ICBMs.
