stricter license requirements and fewer allowed gun types. like it or not, killing 40 people is much more difficult with a double barreled shotgun than with a semi automatic rifle. your average depressed teen loner is less likely to acquire a gun if he actually has to put in some effort into getting a license, than just walking to the store and getting a brand new rifle in 20 minutes like he can do in the US.
