The missile that hit Kremenchug shopping centre was an anti-ship missile. These get targeted at given coordinates, but they have a radar in the nose that tries to home in on any large metal object in the target area. This is a good idea for anti-ship missiles, where the target ship is usually the only large metal object in the target area. In Kremenchug there was a shopping centre with a giant metal roof right next to the target. So looks like one of the missiles "corrected" itself onto the shopping centre.
