The non-whites simply need to be contained in their countries, before American-style democracy came along, there used to be a thing called rule of law and border laws that were enforced by military garrisons. The people with low fertility are weeding themselves out of the gene pool, and there's strong selection pressure for "breeders" with a strong instinctive desire to have as many children as possible.
