Any behavior that is engaged in by children all over the world regardless of culture can easily be assumed to be natural and moreover to exist for a reason. Kids bully other kids, everywhere and always have. It serves a purpose, and with stuff like this, you only discover the purpose when you suppress the natural behavior and see what results.
