This is true for the entire West besides the cities the rural areas weren't developed until relatively recently even where I live they didn't have electric trains until the 1990's and where I live in now considered part of metropolitan Sydney whereas just 30-years-ago it was a rural area hell even my parents who lived in the inner city had to use an outside toilet in the 1960's and a chamber pot for inside the house

I've driven through Portugal a few years ago.
Some small villages are indeed shockingly medieval.

But I got the impression people only lived there because they wanted to go off grid, like living in the middle of nowhere in Alaska or the Australian outback.
