They function basically nothing alike.
The STG doesn't even use a rotating bolt.
Russia made a rough equivalent to the round using their standardized projectile diameter, but that wasn't even developed for the AK.

Not sure about Norway, but in sweden there's a spefic gun shooting class that just involves sub machine guns and people are allowed to own them.

Open-bolt guns legitimately need a separate safety course because their manual of arms is so different.

It's mostly old men in those clubs, and they used that weapon during their conscription.

Some (a few) people get a collector's license in Norway.. but owning a full automatic gun in Norway is hella hard from a normal persons perspective.
Getting a hunting rifle/sniper (bolt action rifle), is kinda easy as far I can tell (no guns opinion).
