I don't understand how you can extrapolate like that. India is rapidly clamping up any Chinese capital and hardware, keeping a close eye on everything. But sure for a country like India cheap is better than high quality, so there will be some kind of misfires, but as India gets to know China's attempts it starts to clamp down on them rather harshly.
