It's because it's so easy to prosecute them. They use a fixed handle, they often already doxxed themselves, and even if they didn't, everything is archived forever so they can just call up the ISP.
If someone on reddit threatens directly to kill a politician, all you have to do is ask Reddit for the IP of xXxSöylord69xXx and then ask the ISP for the address, problem solved.
If you'd want to prosecute someone on Any Forums, you'd first have to call Hiro, hope he doesn't just go "Moshi moshi me no undelstandu Eigo", hope the thread is actually still active (IPs get purged once it hits the archive, or at least that's how it used to be) and then try to prove beyond a doubt which person actually made that post, which is way harder because you do not have a 16k posts account page where you can easily find them talk about their age, job and other identifying stuff.
The only thing even better are verified Twitter Accounts and Facebook profiles with the full name.
