It is the cause of civil forfeiture, and a lot of whole other shit, it's why regulatory agencies in europe are banning fucking vitamins, it's why regulatory agencies in the usa are closing paypal or fintech account for the lulz, it's why cops do civil forfeiture because you have cash on a route.

In all honestly it was not a bad idea at the time it was created since even shit like cars lacked regulations and with things like aviation and such the government had to grow to control this type of thing.

So? Congress should have to review and approve all agency rules before they can go into effect. Even if it is just a rubber stamp of their rules in toto. Doing this every 2 years or so would make for a much more stable business environment.
