Congressional Hearings aren't courtrooms. Be it the Benghazi hearings, the Comey hearings, the Russia hearings, or this one, they've always argued that they don't need to adhere to standard court room proceedings. The flip side to that is they can't indict anyone. They keep saying that's their plan, but they literally can't. They can only make a recommendation to the DoJ and by that point the Hearing has usually muddied the actual investigation to the point that nothing can be done.
